In December 2024, the Centers for Medicare & Medicaid Services (CMS) approved California’s BH-CONNECT Section 1115 demonstration — unlocking unprecedented resources to transform care for Medi-Cal members with serious mental health conditions and substance use disorders.

Over the next five years, California will receive $1.9 billion for workforce development and up to $1.9 billion for performance incentives through the Access, Reform, and Outcomes (ARO) Program, creating a once-in-a-generation opportunity to reimagine behavioral health delivery.

What is BH-CONNECT?

The Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) initiative aims to build a stronger, more equitable behavioral health system by:

- Expanding community-based services to reduce avoidable ER visits and hospital stays.

-Scaling evidence-based practices (EBPs) like Assertive Community Treatment (ACT) and first-episode psychosis care.

- Investing nearly $2 billioninto workforce recruitment, training, and retention.

- Offering up to 6 months of rental assistance for eligible Medi-Cal members to stabilize housing and support recovery.

- Rewarding behavioral health plans that improve access, equity, and outcomes through new performance incentives.
